Department of Cooperatives and Entrepreneurship Development

The department shall be responsible for promotion and development of cooperatives in order to create jobs and increase citizens’ participation in economic activities.

The department shall perform the following specific functions:

  1. Formulate and review legislation, policies, incentives and standards in order to provide conducive environment for cooperative sustainability and growth;
  2. Develop and implement cooperative and entrepreneurship education and training programs in order to improve governance and management capacity of cooperatives;
  3. Coordinate development of programmes for Cooperatives relating to access to finance and markets, business linkages, and Joint ventures and partnerships;
  4. Collaborate with stakeholders on the development of cooperatives in priority sectors in order to contribute to job and wealth creation;
  5. Facilitate the development and implementation of financial and non-financial cooperative development strategies in order to achieve the objectives of the national diversification agenda;
  6. Coordinate dissemination of business information and market intelligence to Cooperatives in order to inform decision making and create awareness; and
  7. Monitor and evaluate cooperative and entrepreneurship development programmes in order to assess attainment of set objectives and recommend appropriate interventions.

The Department has the following three (3) Sections:

  1. Cooperatives and Entrepreneurship Development;
  2. Cooperative College; and
  3. Provincial Office
